mlx-lm v0.32.0 released; Senate prepares Claude rollout

mlx-lm v0.32.0 adds fixes for MiniCPM3, Phixtral and PhiMoE tool-call parsing and rope configs. Separately, the US Senate is preparing to roll out Anthropic's Claude for staff use.
