OpenAI updates Model Spec on memory and agent permissions

Sets expected behavior for how frontier assistants use memory and agent permissions.

OpenAI's updated Model Spec says ChatGPT should infer unstated intent from remembered preferences and defines when an agent must ask permission. OpenAI admits its models don't fully meet these expectations yet.
